History/Mission
In 1981, the Board of Supervisors (Board) adopted an ordinance (Chapter 3.51) creating the Productivity Advisory Committee (Committee) to lead the way in carrying out a program of productivity improvement for the County of Los Angeles.
The Committee was formed to provide the Board, the Chief Executive Officer, and County departments with advice, information and recommendations about productivity and work measurements, and to introduce private sector expertise.
Made up of citizens of diverse backgrounds and expertise, the contributions of Commissioners helped shape major milestones of Los Angeles County government. On August 9, 1994, the Board adopted an ordinance changing the name of the Productivity Commission to its current title, the Quality and Productivity Commission. This change more clearly reflected the Commission’s continuing focus on the quality of services provided to the residents of the County, as well as productive delivery of those services.
The Commission consists of 17 members, appointed as follows:
- Effective November 30, 2017, each member of the Board shall appoint two members.
- Five members are jointly recommended by the Chief Executive Officer and the Commission Chair for appointment by the Board.
- Two are ex officio members by the County Federation of Labor, AFL-CIO, and the Coalition of Los Angeles County Unions.
